IBM has a nice study on their site that mentions an E-readiness Ranking of the world’s largest economies, prepared annually by the Economist Intelligence Unit.
When they say "E-readiness", they mean "how amenable a national market is to Internet-based opportunities". Countries are divided into three tiers:
- Established Leaders
- Rapid Adopters
- Late Adopters

Rapid Adopters
These are the nations that have made rapid progress in recent years and are beginning to challenge the Established Leaders.
